Reason for inclusion in Forward Plan: The decision will provide a sustainable solution for delivering the 'Youth Offer' that involves the Community and Voluntary Sector.

Key Risks: If the Youth Trust is not created and with it the responsibility for service delivery the sustainability of existing provision for young people would be at risk. Failing to have a sustainable plan will put the Council at risk of not meeting its statutory duties for young people, not meeting the needs of vulnerable young and complying with conditions of grants for capital projects.
