The Local Plan has been through four rounds of public consultation and engagement. Detailed assessment of consultation responses has been reported to the Local Plan Working Party. The most recent consultation was the formal Regulation 19 consultation which ran from 13 August to 24 September 2026.

The Local Plan has been consulted on widely across Torbay. There are a number of Statutory Consultees on the Local Plan, which include neighbouring local planning authorities, the Environment Agency, Natural England and Historic England.
