Additional Information:
Members were advised that the Member of the Public who had written a Representation of objection had not returned their Notice and was not present at the Hearing. The Responsible Authority who had also submitted a Representation was also unable to attend the Hearing. The Licensing Officer present confirmed that they had not had any further contact with the Member of the Public, as to why they would not be present and that the Responsible Authority was agreeable to the Hearing going ahead in their absence.
Members agreed that the Hearing should proceed in the absence of the Interested Party and the Responsible Authority.

Decision:
That the application for a Premises Licence in respect of Parkfield, 38 Esplanade Road, Paignton be granted as applied for subject to the conditions proposed by the Environmental Protection Team and as agreed by the Applicant.
Reason for Decision:
Having carefully considered all the written and oral Representations, Members resolved to grant the Premises Licence having been satisfied that this application has been the subject of extensive consultation with both young people and residents living in the vicinity and that noise and acoustic consultants have been engaged through out the process and that their recommendations have been followed by the Applicant in addressing the concerns in respect of any noise out break.
In addition, Members noted the management arrangements for these premises and were reassured that this would seek to address the concerns raised by the Interested Party and the Responsible Authority.
In conclusion, Members are satisfied that this application will seek to promote the Licensing Objectives, in particular ‘The Prevention of Public Nuisance’.
Should issues arise as a result of this grant then Members would encourage a Review of this Premises Licence by either the Responsible Authorities or Interested Parties.
