The Committee considered an application a reserved matters application pursuant to P/2019/0605, for the construction of 187 dwellings, public open space, landscape planting, ecological mitigation measures, pedestrian, cycle and vehicular links and associated infrastructure.  Including the discharge of conditions 1, 2, 4, 7, 8, 9, 10 and 11 (revised scheme, plans received 18.02.2020).  The Committee noted that the application had been deferred from the meeting held on 25 November 2019.

 

The Senior Planning Officer advised that an update on the Habitat Regulation Assessment/Appropriate Assessment was provided by Officers stating that the Council had undertaken a HRA/AA which confirmed that the proposal would not adversely affect the integrity of the South Hams Special Area of Conservation either alone or in-combination with any other plans or projects and that Natural England had confirmed they had no objection to the Council’s HRA/AA, subject to the mitigation measures proposed in it being secured by condition.

 

Prior to the meeting, Members of the Planning Committee undertook a site visit and written representations were available on the Council’s Website.  At the meeting Andy Cattermole addressed the Committee in support of the application.

 

Resolved:

 

Conditional approval with final drafting of conditions delegated to the Assistant Director of Planning and Transport and the resolution of any new material considerations that may come to light following Planning Committee to be delegated to the Assistant Director of Planning and Transport, including the addition of any necessary further planning conditions or obligations.

Replacement of existing single operator 17.3m telecommunications monopole with 20m lattice tower with 12 apertures, 4 ground based equipment cabinets, feeders, cables, associated equipment and ancillary works within existing compound.

Minutes:

The Committee considered an application for the installation of telecommunications monopole with 20m lattice tower with 12 apertures, 4 ground based equipment cabinets, feeders, cables, associated equipment and ancillary works within existing compound.  At the meeting the Planning Officer advised the Committee that the text appears in red in the officer report was misprinted and should be disregarded, the Brixham Neighbourhood Plan should be referred to on page 43 and submitted report and that 2 additional objections had been received.

 

Prior to the meeting, Members of the Planning Committee undertook a site visit and written representations were available on the Council’s Website.  At the meeting Rupert Scott addressed the Committee in support of the application.

 

Resolved:

 

Approved subject to the conditions set out in the submitted report.
