Minutes:

Cllr Ray Hill queried item 95 on the previous minutes where it was recommended for Teignmouth Road, Torquay to be considered as part of the road safety initiatives priorities at the next meeting of the TWP.  It was confirmed the proposal for Teignmouth Road, Torquay was voted through during the last meeting and does not need to be part of this meeting.  Ian Jones pointed out that this was included within the report in item 3.

 

Minutes were agreed subject to the amendment detailed above.

Ian Jones presented the Road Safety Initiative 2013/14 annual report to the Transport Working Party and advised that £70k approved funding has been obtained from the Local Transport Plan capital budget for Road Safety Initiatives as detailed in Appendix 3. 

 

Cllr Cindy Stocks gave a presentation to the Transport Working Party requesting for a build out to be installed from the footway on Ellacombe Church Road to be located in the vicinity of Ellacombe School. 

 

Recommendation

Officers to progress the implementation of the Road Safety Initiative scheme as detailed in Appendix 3 with the addition of Ellacombe Church Road as the fourth priority of proposed schemes for 2013/14.

Ian Jones presented the Implementation of 20mph zones outside schools report to the Transport Working Party.  Ian Jones explained a few factors had been reviewed in order to produce this report which included speed tests, high traffic and school crossing patrols.

 

Cllr Davies, Cllr Brooksbank and Cllr Doggett advised they have concerns regarding Hayes Road being a cut through for traffic and could be causing some road safety issues and considered this to be more important than Totnes Road for a 20mph zone.

 

Recommendation

Implementation of the proposed advised 20mph zones outside schools, as identified in Appendix 3 and to review Hayes Road, Paignton following implementation of the current development.

Ian Jones presented the Victoria Park, Paignton – Proposed Cycle Route report and advised consultation has taken place with Victoria Friends Group and consultation with the Community Partnerships is to be undertaken shortly via Torbay Council website.

 

Recommendation

To approve in principle implementation of the cycle routes as shown on Appendix 1.

Ian Jones presented the Paignton Harbour to Goodrington Cycle Route report and advised consultation had taken place and had received 18 responses approving and 6 objecting to the scheme. 

 

Cllr Brooksbank reported concerns he has with Alta Vista Road and Braeside Road in Paignton due to the presence of parked vehicles.

 

Recommendation

Implementation of the cycle routes shown in Appendices 1 and 2, and following implementation to review the parking restrictions at the junction of Alta Vista Road and Braeside Road in Paignton.

Collaton St Mary Junction Development - Verbal update

Minutes:

Ian Jones advised a planning application has been submitted for the Collaton St Mary Junction Development on Totnes Road for two junctions to be developed.

 

Ian Jones – Highway Officer objection due to additional congestion and potential additional danger that may occur on the route.

 

Sally Farley – Strategic Transport have concerns with this.

 

Members agreed to wait for this to be presented to the Planning Committee before making any decisions at this time.

Video by Ben Hamilton Bailey (an Urban Designer) showing a shared space scheme in Poynton

Minutes:

Sally Farley and David Whiteway presented a short film showing a shared space scheme in operation in Poynton.

 

Sally Farley is to forward a copy of the film to Cllr Cowell so he can provide a copy for the Neighbourhood Plan.
