The Environmental Health Manager (Commercial) advised Members that the original application for Transfer of a Premises Licence was deferred on the 29 August 2013 to enable the Applicant to attend the Committee in person and to respond to Representations and Members questions.

 

Decision:

 

That the application for a Transfer of a Premises Licence, in respect of Clock Tower, 23 Torwood Street, Torquay TQ1 1ED be granted as applied for.

 

Reason for Decision:

 

As set out in the Decision Notice Letter.

The Environmental Health Manager (Commercial) advised Members that the original application for a Variation to a Premises Licence to specify an individual as the Premises Supervisor in respect of Clock Tower, 23 Torwood Street, Torquay TQ1 1ED naming Mr David Heaslewood has, since the matter was deferred on the 29 August 2013, been withdrawn and replaced with a new application, as before them today.

As submitted by both Parties that their oral representations would relate to both applications, it was agreed that the matters would be heard together.

 

The Chairman allowed the Applicant’s Legal Representative and the Police’s Legal Representative 15 minutes each for Oral Representations.

The Applicant’s Legal Representative circulated a paper to Members, with the Chairman’s permission, on the amended guidance issued under Section 182 of the Licensing Act 2003 relating to points 8.94, 8.95, 8.96 and 4.10.

That the application for a Variation to a Premises Licence to specify an individual as the Premises Supervisor in respect of Clock Tower, 23 Torwood Street, Torquay TQ1 1ED be granted as applied for.
