The Legal Advisor advised the Sub-Committee that the Torquay Harbour Area Action Plan referred to by the Member of the Public and inferred in the Petition wording regarding a family friendly Harbourside should not be taken into account, as it was not yet approved by the Council.

 

The Licensing Officer circulated four photographs showing the outside frontage of the Premises.

Decision:

 

That the application for a Sexual Entertainment Venue licence be granted as applied for, subject to the attachment of the standard conditions as set out in Appendix D of the Council’s Statement of Policy for Sex Establishments and as recommended in the report.

 

Reason for Decision:

 

Having carefully considered the oral and written Representations, Members resolved to grant the licence as the Premises had been operating for a period of 22 months without any reported incidents of concern from the Police or Environmental Health, and that there had been no Representations objecting to this application by any of the Responsible Authorities.

 

Members gave careful consideration to the locality of this Premises, noting the Objectors concerns, and resolved that this was an appropriate location for this Premises.
