All agreed that the minutes of the last meeting were an accurate record of the meeting held on 18 August 2022.

Minutes:

KM ran through the action tracker with the actions recorded from the last meeting held on 18 August 2022.

 

AD advised he will send the highways spend update out to members. 

ACTION – AD

 

JM asked if anything has happened to the items on the Action Tracker since February and it doesn’t look as though anything has happened. ACTION - officers to send updates on their actions so LS can update the tracker with closed actions.

Member of the public requested to speak regarding CPZ Policy

Minutes:

Charlotte Davis attended the meeting today and spoke on behalf of the residents of Queens Road, Brixham, who wish to have a Controlled Parking Zone put in place but have been advised that the decision will not be made until next summer. The residents have completed everything asked of them for this to happen and it is a high priority for them, what is the situation moving forward and would like to know the reasons for the long wait.

 

IJ explained that we need to have a Torbay wide policy strategy, with criteria being quite specific which includes information that is very clear with what would /wouldn’t work in an area, what is a suitable response rate from residents and what level of support would be. CPZs are quite expensive to set up, permit fees not enough to cover the implementation and are for the ongoing management. A policy would need to be agreed by the council.

 

CD asked if there will be public consultation on a CPZ policy.  IJ and MM both commented that were would a consultation strategy put into place for public consultation.

Dave Parsons to provide a synopsis on the new powers to tackle unauthorised traveller encampments

Minutes:

DP introduced the report and gave an overview using a PowerPoint presentation.

 

There followed a Q & A where the members felt the responses to the points raised will result in very little change to how things are currently dealt with and displayed dismay with the new powers.

Update on Bay wide approach for motor home/camper vans pdf icon PDF 142 KB

Minutes:

SH provided an overview of the report on a bay-wide strategy for motorhomes and campervans.

 

SL proposed an emerging issues paper should be produced detailing designated places for motorhomes in certain car parks, to identify car parks where motorhomes could go and developing a masterplan with suggested budgets which might be used to have funding bids. Lobbying our MPs should be investigated to have legislation changed where residents report effluent discharge rather than to an Enforcement officer as they rarely work overnight and cannot be in all the places where motorhomes are and this to count towards that. Action AD, IJ & SH to draft an EI paper.

 

CL explained that he is disappointed with the outcomes in the report.  He believes that this should be moved up to Cabinet level to find the resources to resolve the issue and a proper policy put in place to resolve this ongoing issue. Officers need to look at how other areas have resolved the situation with options and costings. ACTION – SH & IJ to investigate 

 

CC raised two issues with two different users of motorhomes – the tourer (holiday maker) and the people that live in them with nowhere else to go, and suggested there should be two different policies drafted, one for each. CC explained that she would like to see a couple of car parks with designated areas where the vehicles are allowed to park overnight, outside of town as tourers would be happy to pay to park in car parks. There should be larger spaces in car parks for motorhomes, as we are turning away a lot of money from motorhome owners.

 

NB raised the ongoing issues at Meadfoot with motorhomes, litter, boy racers, anti-social behaviour and car park misuse.  NB is still hoping to hear if a barrier can be fitted on the car park. ACTION – SH to provide an update to NB

 

JM asked if there is a car park in the Bay where there is effluent disposal available and if not should this be made available.  AD replied that there is no location with this facility available but it can be looked in too for costings. ACTION - SH
