Apologies for absence

To receive apologies for absence, including notifications of any changes to the membership of the Committee.

Minutes:

An apology for absence was received from Councillor Addis.  It was reported that, in accordance with the wishes of the Conservative Group, the membership of the Committee had been amended for this meeting by including Councillor Brooksbank instead of Councillor Addis.

The Minutes of the meeting of the Development Management Committee held on 14 January 2013were confirmed as a correct record and signed by the Chairwoman.

Minutes:

The Committee considered an application for the conversion of ancillary accommodation to form 2 self contained residential apartments – retrospective.

 

Prior to the meeting written representation were circulated to the Committee and members of the Development Management Committee undertook a site visit.  At the meeting Susie Colley and Julie Brandon addressed the Committee against the application.

 

Resolved:

 

Approved subject to:

 

(i)         the receipt of revised plans detailing alterations to the windows on the east elevation, which shall be replaced with high level outward opening fanlight windows, fitted with laminated glass

 

(ii)        the cycle store shown on the approved plan shall be available to residents of each of the residential units hereby approved at all times; and

 

(iii)       the completion of a Section 106 Agreement in respect of waste management, sustainable transport, education , lifelong learning, greenspace and recreation and the South Devon Link Road within three months of the date of this Committee or the application be refused for the lack of a s106 agreement.

Prior to the meeting members of the Development Management Committee undertook a site visit.  At the meeting Harry Stephens addressed the Committee in support of the application.

 

Resolved:

 

Approved subject to conditions in respect of landscaping, outside storage of machinery and equipment, extent of outdoor log storage and the height of log piles, building materials and colours.

Resolved:

 

Consideration deferred for further negotiations with the applicant in respect of the remaining design issues (as set out in the recommendation on page 18 of the agenda report), and the undertaking of a viability assessment and further negotiations in respect of the contents of the Section 106 Agreement.

Resolved:

 

Approved for 4 days per week, with a condition re-iterating that the lights shall not be used after 9.30 p.m. on each night of operation.
