To confirm as a correct record the Minutes of the meeting of the Civic Committee held on Wednesday, 24 April 2013.

Minutes:

The Minutes of the meeting of the Civic Committee held on 24 April 2013 were confirmed as a correct record and signed by the Chairman.

Exclusion of the Press and Public

To consider passing a resolution to exclude the press and public from the meeting prior to consideration of the following item on the agenda on the grounds that exempt information (as defined in Schedule 12A of the Local Government Act 1972 (as amended)) is likely to be disclosed.

Minutes:

Prior to consideration of the item in Minute 11 the press and public were formally excluded from the meeting on the grounds that the item involved the likely disclosure of exempt information as defined in paragraph 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

Honorary Freeman Nomination

To consider a nomination for a Honorary Freeman.

 

Minutes:

The Committee considered a nomination for an Honorary Freeman.

 

Whilst a majority vote was achieved to recommend the application to Council for approval, members were advised of the Policy and Guidance on Honorary Freeman which stated that any recommendation to confer the honour should be a unanimous decision by those members of the Committee present.  The Council’s Monitoring Officer subsequently reported to the Annual Meeting of the Council on 11 May 2016 to clarify the matter within the Constitution.

 

Resolved:

 

That, having carefully considered the nomination and the supporting information provided, the Committee decided not to recommend to Council to confer the position of Honorary Freeman as the information provided had not demonstrated a level of ‘service above self’.
