The Paignton Place Leadership Board met on 3 July 2026 to confirm its Membership and Terms of Reference, which had been established as a Neighbourhood Board to bring together those with a deep connection to the Blatchcombe and Blagdon areas of Paignton such as local businesses, grassroots campaigners, workplace representatives and community leaders.  Government guidance set out that all members of the Board had an equal right to vote on Board issues and that the Board would work as community-based partners to develop a plan for their local area and distribute funding to the projects to deliver on this vision to improve the health and wellbeing of the area.  It is intended that the Board will move to a Community Interest Company (CIC) or other charitable organisation as soon as possible.  Torbay Council is the Accountable Body to ensure that the Government’s rules are followed, particularly in relation to financial management.

The Membership and Terms of Reference for the Paignton Place Leadership Board can be found at Appendix 1 to this Record of Decision.

This Board is classed as an outside body for the Council’s Governance arrangements and therefore falls to the Chief Executive to confirm the appointment of Councillor Jackie Thomas as the relevant Paignton Ward Councillor representative (the area covered by the Board falls mainly within the Kings Ash and Collaton St Mary Wards of Torbay Council).
