Purpose:

Re-procurement of the sexual health contract jointly with Devon County Council.

Decision:

That the proposed procurement plan for the sexual and reproductive health plan and timescales for a contract period of five years plus one plus one, as set out in Appendix 1 to the submitted report, be approved.

Reasons for the decision:

To ensure the Council is carrying out its mandatory responsibility to provide sexual and reproductive health services to its resident population. 

 

Working collaboratively with Devon allows greater economies of scale and opens the market to a wider range of suitable providers who would drive and modernise service provision.  Torbay and South Devon NHS Foundation Trust and Torbay Council Public Health department have assessed that the service is not viable on a Torbay Council only footprint.

Implementation:

This decision will come into force and may be implemented on Wednesday, 9 August 2017 unless the call-in procedure is triggered (as set out in Standing Orders in relation to Overview and Scrutiny).

Information:

All local authorities have a mandatory responsibility to provide sexual and reproductive health services to its resident populations.  Services in Torbay were moved to Torbay Council with the Public Health 2013 transfer.  Services have not been out to open procurement since this date.  It was proposed that a joint procurement exercise be carried out with Devon County Council across both local authority areas to achieve better outcomes for local residents as well as savings and efficiencies.
