That an amount of £21,000 be awarded from the Paignton allocation of the Community Infrastructure Levy Fund to Paignton Rugby Club for carrying out the necessary works at Clennon Valley playing fields to create perfect pitches for use by Paignton Rugby club and various other clubs.

Reasons for the decision:

The applications were considered by the CiL Spend Panel on 7 October 2025 and recommendations were made to the Divisional Director of Planning, Housing and Climate Emergency.

Alternative options considered:

An alternative option would have been to refuse the application, this option was discounted as the application met the criteria for funding.

Implementation:

This decision will come into force with effect from 7 October 2025.

Determination of an application that sought £21,000 from the Community Infrastructure Levy Fund (neighbourhood proportion), to carry out the necessary works at Clennon Valley playing fields to create perfect pitches for use by Paignton Rugby club and various other clubs.
