To implement the parking restrictions contained within the above Order.
Reasons for the decision:
This Order follows on from proposals previously advertised in the “Borough of Torbay (Various Streets, Torquay) (Control of Waiting, Loading and Unloading) Amendment Order No.2 2024”, whereby part of the taxi rank was proposed to be positioned on Cary Green. The proposals now put forward seek to place the taxi rank solely on the carriageway, where taxis would be required to park on the road and adjacent to the kerb.
The proposals were advertised in a Public Notice in the Herald Express on 12 March 2025, a consultation period of 28 days was provided for members of the public to submit any objections to the proposals, notices were also placed out on site.
One objection was received in response to the proposals, which raised concerns with the taxi ranks close proximity to the Pavilion and highlighted a further request for preservation of Cary Green by not having any part of the taxi rank encroaching onto the green space area.
The objections were reviewed by Councillor Billings at the Transportation Issues Cabinet Member Briefing Meeting on 10 April 2025. It was agreed that as the taxis would not be fully on the public highway and numbers were reduced, that such issues were mitigated, therefore the proposals should be implemented as advertised.
Alternative options considered:
The alternative was not to proceed with the changes to the parking restrictions.
Implementation:
The Strand Project Team will arrange for the physical works to be put in place.
Information:
Proposals to add the following restrictions on roads in Torquay:
· No waiting at any time – Vaughan Road.
· No loading at any time – Vaughan Road.
· Taxi stand, no stopping at any time except for taxis – Vaughan Road.
