That the project progresses with the opening up works package and £1,607,200 be allocated to the Pavilion project.

That delegation of authority be given to the Director of Regeneration to the value of £500,000 as a risk budget to support any urgent structural and Health and Safety issues which may occur.

To proceed with the project and carry out the opening up works utilising an increased budget of £1,607,200.00

This decision will be implemented immediately.

The Project Initiation Document, (PID), for the Pavilion project was considered by the Capital and Growth Board at the meeting held on the 12 September 2024.

The initial PID only covered the design fees elements as per a standard project requirement.  The current approved PID had value of £485,200 that covered, feasibility, concept design, detailed design, technical design and contingency, with the £500,000 risk budget being made available subject to a formal request for its draw down.

Following the feasibility exercise, the project is ready to progress onto the opening up works package inclusive of the construction management activities.  To carry out the next stage an additional £637,000 is being requested.  

In addition to the identified budget above a £500,000 risk budget is also being requested with delegation of authority afforded to the Director of Regeneration to utilise on the project should any structural and/or Health and Safety remedial actions be required during the opening up works.

Therefore, the total funding allocation approval being sought is £1,607,200

The funding will be allocated from:

·         Approximately £500k Town Deal funds. (subject to finalisation of figures and final agreement with Ministry of Housing, Communities and  Local Government (MHCLG)); and

·         £1,107,200.00 Lease surrender monies from MDL.
