Decision:

That the Off Street Parking Place Order be amended as set out in the Off Street Amendment Order No3 2024.

Reasons for the decision:

£958,000 of funding has been awarded to Torbay Council for the roll out of electric vehicle charge points. The roll out will be a joint initiative between Torbay Council and Devon County Council. The fund is intended to support the delivery of thousands of charge points across England. Torbay Council has used part of the award to provide charge points in a number of car parks. The scheme will help to provide motorists in Torbay with a real choice about the types of vehicles they use. It will allow people to make the switch to electric vehicles with more confidence in local charge points being widely available in our off street parking places. This will positively contribute to both national and local targets for net zero. 

 

In order to ensure correct usage of the electric vehicle charging bays, material changes are required to the traffic regulation order to allow Parking Services to enforce any misuse of the electric vehicle bays or charging points.

Alternative options considered:

Not to implement the proposals, allowing the electric vehicle charging bays to be open to abuse with no means of enforcement being available.

Implementation:

The electric vehicle charging bays are being installed at a number of Torbay Council car parks.

Information:

Changes to the Off Street Parking Places Order to allow Parking Services to enforce any misuse of the electric vehicle charging bays implemented within its car parks.
