Decision:
That the Off Street Amendment Order No6 2024 – Hyde Road Car Park (Temporary off street parking place) be approved and the following charges be applied:
Parking period up to: Tariff
Up to 1 hour £1.60
Up to 2 hours £2.80
Up to 3 hours £4.00
Up to 4 hours £5.10
Up to 24 hours1 £9.40
1 24 hour tariff includes the 7 hour period when charges do not apply.
Reasons for the decision:
A new temporary car park is under construction on the old Crossways Car Park site on Hyde Road in Paignton. The location would operate, temporarily, as a Zone 1 off street parking place and will support the overall regeneration plan for Paignton town centre and the sea defence work.
Alternative options considered:
Not to approve the Order, meaning Torbay Council has no means of enforcing any restrictions within the car park, including ensuring the parking charges are paid for by customers.
Implementation:
The car park is currently under construction, with the works due to be completed by December 2024.

The proposals within this Order are to implement Torbay Councils pay and display parking charges and conditions of use at a new car park in Paignton, which will be named ‘Hyde Road Car Park’.
