That an Interim Overview and Scrutiny Board, comprising the following Councillors, be appointed to consider the Call-in of the Cabinet's Decision on Next Steps Properties at Ryan Place:

Conservative Group (4):  Councillors Brook, Fellows, Strang and Twelves;

Liberal Democrat Group (4): Councillors Cater, Fox, Long and Virdee; and

Independent Group (1): Councillor Cowell.

The Overview and Scrutiny Board must consider the call-in of the Cabinet’s decision within ten clear working days (excluding receipt of the call-in notice and the day of the meeting).  The appointment of an interim Overview and Scrutiny Board is therefore required in order to facilitate this and adhere to the requirements of the Council’s Constitution.

This decision will be implemented immediately.

At the Annual Council meeting on 16 May 2024 the decision was taken to adjourn the meeting until 20 June 2024 and therefore the remainder of the business due to be considered.  The Council was due to consider the establishment and appointment to Council Committees and Working Parties, this was not undertaken, and Committee meetings scheduled between 16 May 2024 and 20 June 2024 have, in the main, been rescheduled or cancelled.  The Council has received a call-in of the Cabinet’s decision in respect of Next Steps Properties at Ryan Place, in accordance with Standing Order D9 which must be considered at a meeting of the Overview and Scrutiny Board by 11 June 2024.  Therefore, the Chief Executive has exercised her delegated powers in accordance with Paragraph 1.19 of the Officer Scheme of Delegation to appoint the Overview and Scrutiny Board to enable it to meet by 11 June 2024 to consider the call-in. 

This interim Overview and Scrutiny Board meeting will elect a Chairman/woman for the meeting as the Overview and Scrutiny Co-ordinator who also Chairs the Overview and Scrutiny Board will not be appointed until the adjourned Annual Council meeting on 20 June 2024.
