Decision:

To dispose of the freehold to the preferred bidder as set out in Exempt Appendix 1.

Reasons for the decision:

Due to the costs associated with bringing the building back into good repair the asset has been deemed surplus to the Council’s requirements and therefore disposed of.

Alternative options considered:

An alternative option would be to retain the asset, however this would result in a requirement to repair the premises to bring it back into a usable condition for use either operationally or for leasing out, with the cost falling wholly on the Council.

This decision will be implemented immediately.

Information:

That the Director of Pride in Place authorise the freehold disposal of the garage at Colin Road Car Park, Colin Road, Paignton. The redundant garage was tendered and three bids were received. The highest bidder was selected as the preferred bidder, offering £8,500 excl. of VAT. The asset has been vacant for an extended period of time and has subsequently fallen into disrepair. This deterioration saw the roof collapse in on itself and the garage door become unstable and detached on one side. TDA Facilities Management quoted for repair works with a view to the restored garage potentially being utilised by the Council operationally for storage. Due to the costs associated with bringing the building back into good repair, the building was deemed to be surplus. Facilities Management have since cordoned off the garage with security fencing as the garage is considered a health and safety risk as a result of structural failure.
