That the Planning Contributions and Affordable Housing Supplementary Planning Document as set out in Appendix 1 be approved.

The approval of the amendments to the Planning Contributions and Affordable Housing Supplementary Planning Document will ensure that the document is clear and useable for officers, applicants, and Members, thereby improving the process of seeking and securing planning obligations towards infrastructure and affordable housing as part of the planning process.

An alternative would be to not amend the Planning Contributions and Affordable Housing Supplementary Planning Document and to retain the existing version of the document. Given that the existing version of the document contains a small number of known typos and wording that could be improved for clarity, retaining the existing version of the document is not recommended as it could lead to unnecessary uncertainties and possible delays in the planning application process as applicants may misunderstand certain aspects relating to the department’s requirements for planning obligations.

To approve an amended version of the Planning Contributions and Affordable Housing Supplementary Planning Document which corrects a small number of typos and provides clarified wording to improve the useability of the approved document. This is in accordance with the decision of Cabinet on 13 December 2022 to approve the Planning Contributions and Affordable Housing Supplementary Planning Document and to, amongst other things, authorise the Divisional Director for Planning, Housing and Climate Emergency to make minor editorial amendments to the document in consultation with the Cabinet Member for Infrastructure, Environment and Culture.
