Reasons for the decision:
The implementation of 20-mph zone in the Fore Street Barton area supports Torbay Council’s ongoing programme of measures to reduce casualties from road traffic collisions with excessive speed being considered as a major contributor to fatalities and serious injuries on the highway network.
Alternative options considered:
An alternative would have been to not implement the 20-mph zone. This would be contrary to the continuation of measures to reduce casualties from road traffic collisions on Torbay’s Highway Network and was therefore not recommended.
Background Papers:
Transport Working Party Report 2018 - 20mph speed limits in Residential areas. Road Safety Initiatives report 2020/21.
Implementation:
Immediately.

Following the Local Elections in May 2023 the Cabinet Member for Place Services and Economic Growth was also consulted and supported the proposals.
