That a 40 year lease for the site of Miniature Rifle Range Hut, Penwill Way, Paignton be approved.

The long lease will enable the Paignton Rifle & Pistol Club Ltd (the Club) to seek funding from grants and commercial sources.

The Council may choose not to grant a long term lease. However, this would result in a lost opportunity to support the Club to maintain and upgrade their building and facilities.

This decision will be implemented immediately.

The site of a Miniature Rifle Range Hut, Penwill Way, Paignton, TQ4 5JR is leased to Paignton Rifle & Pistol Club Ltd (the Club). A well established Club, founded following a shooting competition in 1901, the Club have requested a new 40 year lease.

The building is owned and maintained by the Club and requires maintenance. The Club have been carrying out short term repairs but with a long lease, the Club are looking to plan long term maintenance works, including replacing the roof. The long lease will enable the Club to seek funding from grants and commercial sources. The Club also wish to carry out improvement works to the ranges, including improvements for access. Currently the Club are looking for equipment to enable junior members to take part, and a new 40 year lease will enable the Club to obtain funding to achieve that.

The proposed rent £1,400 per annum, is considered market rent for the ground rent for a community use.
