Decision:

That the following Councillors be appointed to the Torbay Local Outbreak Engagement Board:

 

(i)         Leader of the Liberal Democrat Group (Councillor Steve Darling) or nominee;

 

(ii)        Leader of the Conservative Group (Councillor David Thomas) or nominee;

 

(iii)       Leader of the Independent Group (Councillor Loxton) or nominee; and

 

(iv)       The Chair of the Health and Wellbeing Board and Cabinet Member for Public Health (Councillor Stockman).

Reasons for the decision:

To confirm the Councillors appointed to this new Board.

This decision will come into force immediately.

Information:

Local Authorities have a role to play in the delivery of Local Outbreak Management Plans (LOMP).  These plans outlines how local government will work with the NHS Test and Trace Service to identify and contain potential future outbreaks of Covid-19.

 

Our Local plans addresses seven key themes and outlines arrangements for joint response across Devon and Torbay to:

 

1.            Prevent and respond to outbreaks in Care Homes and Schools.

2.            Prevent and respond to outbreaks in High risk places and communities.

3.            Support vulnerable people that are isolating.

4.            Enable local testing capability.

5.            Support PHE Contact tracing in complex situations.

6.            Use data to inform situational awareness.

7.            Ensure oversight and Engagement.

 

In respect on 7 above, though the Devon and Torbay Covid-19 health protection board will have technical oversight of the plan, the Torbay Covid-19 Local Outbreak Engagement Board will lead engagement with the public.

 

The purpose of the Torbay’s Covid-19 Outbreak Engagement Board is to

 

1.         Provide member and community oversight of the Torbay Local Outbreak Management Plan; and

 

2.         Engage appropriately with local communities and settings.

 

It was proposed in accordance with paragraph 1.22 of the Officer Scheme of Delegation for the Chief Executive, in consultation with the Leader of the Council and Group Leaders, to confirm this appointment.
