This decision will come into force immediately.

On 11 January 2019 the Director of Corporate Services approved for publication the Terms of Reference and timetable for the Community Governance Review on the potential establishment of new town Councils for Torquay and Paignton.

The review has progressed through to the second phase consultation, which ended on 25 October 2019.  The final proposals and decision were due to be presented to Cabinet on 26 November and Council on 5 December 2019, however, following the calling of a General Election on 12 December 2019 there are now pre-election restrictions which mean that we must not:

?     publish any material which could directly, or be perceived to, have an effect on public support for a political party or candidate. This includes press releases, brochures, leaflets, adverts, newsletters as well as social media and website content; and

?     publish any promotional material which provides information about the General Election.

We must consider very carefully how we undertake;

?    consultations and public forums and whether they are likely to breach the codes of practice, and

?    the hosting of any third party material.

In light of this, and to ensure compliance with the Code of Recommended Practice on Local Authority Publicity, we have revised the timetable for the review to enable the decision to be considered in the New Year.
