That £40,000 be funded from the strategic allocation for Network Resilience to replace key drainage apparatus, to be funded from the Transport Capital Funding prior to March 2021.
Reasons for the decision:
To increase resilience to the risk of highway flooding in vulnerable areas of Torbay and reduce future maintenance needs.
Alternative options considered:
Various options have been considered and discounted including a reactive maintenance programme and reactive maintenance case by case.
This decision will come into force immediately.
In September 2017 the Council approved a series of business cases which provisionally allocated the remainder of the funding from the Local Transport Plan Capital Programme into categories following completion of Strategic Business Cases.
One of the approved Strategic Business Cases covered ‘Network Resilience’.
This project relates to the highway authority’s responsibilities in respect of ensuring that vulnerable areas of Torbay have resilience to cope with highway flooding both now and in the future.
Some of Torbay’s residential areas are vulnerable to flooding in terms of their topography and also the age and design of the ‘gullies’ or ‘traps’ that drain the highway. The proposal is to replace gullies, which were constructed as ‘masonry traps’ in older highway areas and are causing concern due to the inability to keep them effectively maintained.
The project has been recommended and supported for progression by the Torbay Flood Steering Group.
The Business Case has now been reviewed by the Assistant Director of Planning and Transport and his decision is set out below.
