Decision:

i)     That the Director of Finance be recommended to include the Brixham Oxen Cove phase 2 Link as a separate Tier 1 project in the Capital plan, utilising a budget of £220,000 of ring fenced LRF grant, taken from the core Brixham Oxen Cove scheme.

 

i)     That the deferment of the planning application submission for little Blagdon Farm until October 2026 be noted; and that the Director of finance, in consultation with the Cabinet Member for Housing and Finance, uplift the budget by £219,695 for design and enabling works utilising the ring-fenced Land Release Funding.

 

 

Reasons for the decision:

The phase 2 link for Brixham oxen cove demonstrates a realistic step towards enhancing the efficiency and safety of the current and proposed fish market operations by improving the transit pathways between the two sites, utilising available ringfenced grant funding.

 

The decision to delay the planning application for Little Blagdon farm is predicated on the opportunity for improved numbers of housing units which could be delivered on site with a revised, more efficient layout and a reconfigured mix of housing types delivered.

 

Alternative options considered:

The projects could be put on hold or cancelled and the grant funding received for them could be returned to central government.
