Decision:
To increase the Housing Strategy affordable homes target for 2023/24 from 50 to 100.
Reasons for the decision:
The Housing Strategy indicates that the delivery of affordable housing is likely to be limited by the availability of appropriate sites if there is a reliance upon historic open market housing routes. Recognising and reflecting the challenge brought by the Overview & Scrutiny Board and the priority within the strategy to improve housing supply this target is to be adjusted from 50 units per year to 100. Performance against this target will be reported on a quarterly basis to Cabinet as part of the Council’s performance framework alongside other housing strategy performance indicators.
Alternative options considered:
Alternative option was to leave the target at 50 however this target does not reflect the Council’s aspiration to improve the housing supply to better meet the known needs and demands in Torbay.

The Cabinet delegated authority to the Director of Pride in Place in consultation with the Cabinet Member for Economic Regeneration, Housing and Tourism to amend the Housing Strategy Project Plan 2023-2024. It was proposed to increase the target of affordable homes from 50 to 100.
