This strategy sets out the aims and objectives in relation to parking in Torbay.

(i)       that the main recommendations from the Overview and Scrutiny report on car parking in Torbay were taken in to account and included with the Parking Strategy 2016-2021 presented to the Council on 22 September 2016;

(ii)      that the recommendations of the Overview and Scrutiny Board in respect of parking tariffs and parking permits be taken into account when the fees are charges are developed as part of a the 2017/2018 budget setting process;

(iii)      that the recommendations agreed by the Overview and Scrutiny Board be noted; and

(iv)     that the Mayor’s response to the remaining recommendations be as set out in Appendix 1 to this Record of Decision.

To respond to the recommendations of the Overview and Scrutiny report on car parking in Torbay.

This decision will come into force and may be implemented on 11 October 2016 unless the call-in procedure is triggered (as set out in the Standing Orders in relation to Overview and Scrutiny).

The Overview and Scrutiny Board carried out a review on car parking in Torbay, in response to the officer review of parking entitled ‘Review of Parking in Torbay’ undertaken in March 2016, and published their findings in August 2016.  The report included recommendations in respect of the parking strategy, parking operations and car parks (Appendix 1) and parking tariffs and parking permits (Appendix 2).

The Mayor considered the recommendations of the Overview and Scrutiny Board and his decision is set out above.
