Purpose:

This strategy sets out the aims and objectives in relation to parking in Torbay.

Decision:

To publish for consultation the Torbay Parking Strategy.

Reasons for the decision:

To enable a six week consultation period on the draft strategy to be carried out in accordance with paragraph F4.1 of the Standing Orders – Budget and Policy Framework.

Implementation:

This decision will come into force on 15 July 2016, so as to commence the formal six week consultation process on this Policy Framework document.

Information:

The development of the Torbay Parking Strategy reflects the commitment that Torbay Council continues to give to a range of parking provisions as it seeks to make efficient and effective use of available resources.

 

Faced with the prospect of increasing levels of car ownership, it is important that the Council has a Parking Strategy that is linked to the Local Transport Plan and supports the Corporate Plan. It is anticipated that this Strategy will contribute towards a ‘Prosperous and Healthy’ Bay by supporting the local economy and keeping our road network free from the detrimental effects of traffic congestion and pollution.

 

In March 2016 the Council concluded a Review of Parking in Torbay. The objective of the review was:-

 

“To review parking in Torbay to ensure that there is a collective understanding and consensus for the fair delivery of parking in Torbay.”

 

This Parking Strategy has been prepared as a statement of commitment with regard to the future of parking in the Bay and in response to the findings of the Parking Review. However, it is important that, as far as possible, the Strategy reflects the aspirations of the Local Transport Plan as well as the Ambitions, Targeted Actions and Principles set out Council’s Corporate Plan (2015 ~ 2019). We are therefore keen to ensure, through public consultation, that the content of the Strategy meets the expectations of our community.
