Purpose:

Prior to the Assistant Directors’ consideration of the planning application a report was published on the Council’s Website which sets out the proposed application, submitted written representations and site details of the application.  Since publication of the decision pack no further negative representations were received. The planning case officer advised that since the report was prepared a further plan was submitted namely Drawing Number 1443-PL05 Rev B, received 07.05.2020.  This plan provides an internal floor plan for the lower ground floor including an Open Place Office with a small Kitchenette and Bathroom in place of the area that was previously labelled ‘Area For Future Expansion’ on the now superseded plan with Drawing Number 1443-PL05 Rev A, received 28.01.2020. The submission of this revised plan does not impact on the assessment or the recommendation set out in the report, however, pursuant to the submission of this amended plan, the wording of the proposed “Condition 08: Staff Facilities” requires updated to refer to the revised drawing number (rather than to the previous version of the plan which has been superseded.

 

Prior to consideration of the application the Leader of the Council and Group Leaders, in addition to the Chairman of the Planning Committee and Cabinet Member for Infrastructure, Planning were consulted, and the case report was duly published in advance allowing for the opportunity for further representations by any elected member.

 

 

Decision:

That the application be approved on completion of a Section 106 Agreement securing mitigatory tree planting, and the conditions set out in the officer report (with revisions to appropriate conditions to accommodate the amended plan received 07/07/2020).

Reasons for the decision:

Assistant Director for Planning and Transport considered a planning application the construction of new 2-storey mental health unit comprising a secure mixed-gender adult ward with 16 bedrooms, treatment & therapy spaces and staff offices with associated clinical & non-clinical facilities. Partial demolition of existing Haytor ward to accommodate new unit. The Assistant Director has considered the published planning case officer report and agrees with the conclusion that planning permission be granted, subject to the completion of a S106 Legal Agreement for mitigatory tree planting and subject to the conditions. 

 

The accounting for the revisions of condition wording in respect of the amended plan received 07/05/2020).

 

Alternative options considered:

Alternative options included deferring or refusing the application. 

Implementation:

The decision of the Assistant Director can be implemented with immediate effect.
