That £27,000 be allocated from the strategic allocation for Network Resilience to install new variable message signs on Torbay Road, Torquay seafront, to be funded from the Transport Capital Funding prior to March 2021.

To improve the information available to drivers and improve the safety and efficiency of the closures.  

Various options have been considered and discounted; including replacement of defective signage but continue with existing temporary barrier arrangement; installing a different style of sign; installing only barriers; and continuing with existing arrangements.

This decision will come into force immediately.

In September 2017 the Council approved a series of business cases which provisionally allocated the remainder of the funding from the Local Transport Plan Capital Programme into categories following completion of Strategic Business Cases.

This project relates to enforced closures of the A379/A3022 Torbay Road along the Torquay Sea Front area during periods of adverse weather and the available infrastructure available to close the sea front route to through traffic and ensure that vehicles are effectively redirected.  This will include new, additional, barriers to reduce the need for temporary signs and barriers (approved 30 July 2018), and new variable message signs to warn and redirect drivers.

The Business Case has now been reviewed by the Assistant Director of Planning and Transport and his decision is set out below.
