(i) that the decision taken by the Assistant Director Business Services, on 30 July 2018, in respect of Traffic Signals (Network Resilience) which allocated £60,000 to one junction only be rescinded; and
(ii) that up to £100,000 be allocated from the strategic allocation for resilience to replace at least one signalised junction, to be funded from the Transport Capital Funding prior to March 2021.
Reasons for the decision:
To upgrade and replace obsolete traffic signal equipment, reducing the likelihood of failures; improve technology and reduce congestion.
Alternative options considered:
Various options have been considered and discounted; replacement of priority junctions; replace only when at the point of failure; consider alternative arrangements and use alternative funding opportunities.
This decision will come into force immediately.
In September 2017 the Council approved a series of business cases which provisionally allocated the remainder of the funding from the Local Transport Plan Capital Programme into categories following completion of Strategic Business Cases.
One of the approved Strategic Business Cases covered ‘Network Resilience’.
Many of the Council’s signalised junctions and crossings are over their recommended lifespan. Whilst not showing signs of failure, damaged or failing equipment may lead to emergency replacement and long periods of temporary signals.
The Council is committed to considering alternatives once signals have reached the end of their life and the business case sets out these considerations.
The Business Case has now been reviewed by the Assistant Director of Planning and Transport and his decision is set out below.
