To receive any apologies for absence, including notifications of any changes to the membership of the Committee.

Apologies for absence were received from Liz Thomas, David Somerfield, Alison Botham, Keith Perkins, Cheryl Ward, Ian Ansell, Alison Brewer, Alison Hernandez.

 

It was reported that the membership of the Board had been amended by including Adel Jones who had replaced Dawn Butler as the Torbay and South Devon NHS Foundation Trust’s representative.

To confirm as a correct record the Minutes of the Health and Wellbeing Board held on 14 March 2019.

Minutes:

The Minutes of the Board held on 14 March 2019 were confirmed as a correct record and signed by the Chairwoman.

 

Arising from Minute 94, the Board requested an update be presented at a future meeting on the work undertaken to increase the take up of long acting reversal contraceptive.

The Board received a presentation from Sonja Manton, Director of Strategy for NEW Devon and South Devon and Torbay Clinical Commissioning Groups.  Members noted that since the Board met in March, work had been progressing on the development of the NHS Long Term Plan for Devon (LTP), with the first draft being submitted to NHS England in September.

 

The Board was informed that the evidence base for the LTP was already underway and a strong ‘case for change’ was emerging with the following challenges having been identified:

 

·         More people living for longer in ill-health

·         Preventable illnesses are increasing

·         Vital health and care jobs remain unfilled

·         NHS funding is not keeping pace with demand

·         The NHS in Devon does not always provide timely access to care

·         Devon’s population is rising

·         The overwhelming baby boomer effect

 

Having established the evidence base the next stage of development of the LTP was engagement at locality, district, county and STP wide levels.  Engagement with Health and Wellbeing Boards and Overview and Scrutiny Committees had commenced running alongside engagement with local people.  Events and surveys are planned in the four localities, the activities will ensure they engage with local staff, patient groups, politicians and other important groups such as those who are seldom heard.

 

The Board noted that the majority of the priorities in the Thriving lives, Torbay Joint Health and Well-being Strategy were reflected in the LTP, the Board requested that consideration be given to the inclusion of mental health and services for people with complex needs.

 

Resolved:

 

That the Board:

 

i)     noted the progress to date and the proposed process, timescales, materials and levels of engagement for the development of Devon’s Long-Term Plan and endorses the robustness of the process; and

 

ii)    develop a joint working arrangement with Devon and Plymouth HWB to agree to a common set of Health and Wellbeing priorities and review of the implementation of the Long-Term Plan, insofar as it relates to the Devon STP geography in aggregate.
