(i)         that the Council establishes the following wholly owned companies, limited by shares:

o   Holding Company;

o   Housing Development Company; and

o   Housing Rental Company; and

(ii)        that Caroline Taylor, Anne-Marie Bond and Martin Phillips be appointed as Directors to the above three companies.

The Mayor disagrees with the Council’s objection and confirms his original recommendation to Council as set out below:

That the Housing Company Policy Framework document set out at Appendix 2 to the submitted report be approved.

That the Council be recommended to approve the Housing Companies - Policy Framework Document set out at Appendix 2 to the submitted report (and attached to this record of decision).

That the Housing Company Policy Framework document, as set out at Appendix 1 to the submitted report, be approved for consultation with the Overview and Scrutiny Board and submission to Council.

That item 10 – Transformation Project – Housing Policy Framework be deferred from the Council meeting on 6 April 2017 and be presented to Council on 10 May 2017.

That the Memorandum and Articles of Association for the Holding Company, Development Company and Rental Company as set out at Appendix 1 to this record of decision be approved.
