Decision:

i)     That the Director of Finance in consultation with the Cabinet Member for Finance and Housing add the Energy Efficiency Programme to the Capital Investment Programme and allocate £13,314 of funding from the one-off climate fund to proceed through procurement up to the Full Business Case (FBC).

 

ii)    That the Torbay Household Waste Recycling Centre (HWRC) project be progressed as a Tier 3 Capital Project for inclusion into Torbay Council’s Capital Plan, utilising an initial budget of £375,584 to take the project through feasibility to Strategic Outline Case (SOC). The funding allocated will be: £274,000 from the specific Waste Transfer Station reserve (as approved in the 2025/26 revenue budget) and £101,584 from an earmarked Waste Reserve.

Reasons for the decision:

All projects were reviewed and deemed to be strategically advantageous and satisfactorily compliant in terms of their feasibility and levels of risk to enable them to progress.

Alternative options considered:

The projects could be put on hold or cancelled and the grant funding received for them could be returned to central government.

Implementation:

This decision will be implemented immediately.
