That across the two sites:

11 properties are of 2+ bedrooms, where priority of allocation will be given to eligible households with children currently staying in Council-provided temporary accommodation. 

The remaining 7 properties are 1-bedroom homes where priority of allocation will be given to eligible households that include a care experienced young person, with additional preference awarded to those care experienced young people currently occupying Council-provided temporary accommodation.

To give effect to the decision made by Cabinet and to provide homes to Torbay families and care experienced young people who are currently residing in temporary accommodation.

The Cabinet in their decision made on 19 August 2025 gave a clear direction that the homes across site A and B should accommodate people currently in temporary accommodation and care experienced young people.  The type and size of the accommodation was best suited to a mix of families with children and young people.

This decision will be implemented immediately.

Cabinet on 19 August 2025 approved delegated authority for the acquisition of 14 homes at Site A in Torquay, and 4 homes at Site B in Paignton.  The Cabinet further delegated to the Chief Executive the split of the properties between those in temporary accommodation and care experienced young people.

As such the Chief Executive in consultation with the Deputy Leader of the Council (in the absence of the Leader of the Council) has given consideration to the type of accommodation that the two sites will provide and the needs of those in temporary accommodation and determined the split of the properties between those in temporary accommodation and care experienced young people.
