consulted upon for a number of years, including public events at
the RICC, including the Mayor's Forum; public consultation by the
developers at the Pavilion; presentations at a number of Community
Partnership meetings, Ward Partnerships and Torquay Neighbourhood
Plan Forums meetings; and coverage in the local media.

Reason for inclusion in Forward Plan: Secures the restoration of the Pavilion and provides a viable economic use for the building. Passes complete responsibility for the building to the new owners. The Pavilion retains some public access as it will form the public serving areas of the 4* spa hotel, including cafes, restaurant, bar, function rooms, spa and such like. Secures the development of a new, year -round 4* spa hotel for Torbay, diversifying the current hotel offer. Preserves the current income level from the Pavilion and car park to Torbay Council / the Harbour Authority. Create over 160 jobs (excluding construction) for the local economy. Delivers improvements to the public realm along the inner harbour to capitalise on this prime waterside frontage. An additional 60 apartments in the town centre will add vitality and viability to the harbour and town centre.
Key Risks: Planning consent and listed building consent are required to enable this development. Works to Cary Green might not be supported by all. If the proposals do not proceed then the Council will continue to be liable for some of the problems with the Pavilion. Finding a viable and feasible alternative to a hotel use will be difficult. Securing an investor and operator to develop / invest in the site will be require MDL's approval, who's lease expires in 2110.
