Clennon Valley Cycling Facilities

To enter into a partnership with British Cycling to provide an outdoor velodrome and Closed Road Circuit at Clennon Valley, Paignton.  The facilities would require match funding of £800k and on completion would be the South West’s Centre of Excellence for Cycling.

Reason for inclusion in Forward Plan: This will be a key facility for cycling within the South West with the nearest velodrome facilities being in Bournemouth and Newport. The opportunities for the velodrome would include leasing premises to affiliated commercial outlets, holding major track cycling events as well as providing a training venue for the South West Regions. (Currently there is a 4 month waiting period to have a training slot at Newport). The nearest Closed Road Circuit is London, however one is due to be built in Bath within the next 2 years. The only other locations in Britain that have both facilities are Manchester and London. The closed road facility will provide training opportunities for all cyclists and be a destination for holding road cycling races for young people across the whole of the South West and some Southern areas of the UK. Young people are currently not allowed to race on the highway, and are using a Country Park in Teignbridge which is the closest suitable location.

Key Risks: The cost of running the facility could be a revenue pressure in future years. Soft market testing has indicated that the income should cover running expenses but may not be enough to cover the capital repayment costs. Cost of construction could be higher than expected however, the works are reasonably low risk.
