(i)         that the progress and shape of accountable care systems across wider Devon be noted; and

(ii)        that Torbay Council continues to exercise influence over the emerging shape of Accountable Care Organisations (ACOs) and local health and care partnerships across Devon to support the best outcomes for our communities.

(i)         that the Director of Public Health be authorised to procure a supplier of needle and syringe equipment for pharmacy based Needle Exchange Services, through joint procurement exercise with Devon County Council Public Health team; and

(ii)        that the Director of Public Health, in consultation with the Chief Finance Officer and the Executive Lead Member for Health and Wellbeing, be given delegated authority to award the successful bidder, on a best value basis, with the offer of the contract on behalf of Torbay Council.

That the Director of Public Health, in consultation with the Deputy Mayor and Executive Lead for Health and Wellbeing, be authorised to award the two lots of the Torbay Sexual and Reproductive Health contract to the successful bidder(s).

That the current Healthy Lifestyles Service contract be extended for one year, until 30 March 2019, as per the current contract terms and conditions. 

(i)         that the Torbay Childcare Sufficiency Assessment (September 2017) be approved enabling its publication; and

(ii)        that the Policy Development Decision Group (Joint Commissioning Team) receive an update on progress at a future meeting.

That the New Burdens Business Rate Relief Scheme set out in Appendix 1 to the submitted report be approved.

That the amended Risk Based Verification Policy for Housing Benefit and Council Tax Support set out in Appendix 1 to the submitted report be approved.

(i)         that the Council supports the proposal for Grinagog Festival in 2018 in principle on the understanding that other funding sources are realised and the event does not exceed the stated budget; and

(ii)        that the event can be supported as part of the wider programme at Torre Abbey as long as any associated costs at the Abbey are covered by income for the event.

To approve the Council’s Revenue Budget and Capital Plan Budget for 2018/2019 including the setting of fees and charges for Council services, the Council’s Corporate Asset Management Strategy and Capital Strategy.

That the Corporate Asset Management Plan 2018/2019 Revision, set out at Appendix 1 to the submitted report, be published for consultation as part of the consultation on the proposed budget for 2018/2019.

i)          That, subject to ii) below, the previous decisions made by The Elected Mayor on 1 May 2014 and 28 February 2008 to dispose of the land at 286-288 Totnes Road and Redwell Lane at market value, be rescinded.

ii)         That the Council  be recommended to authorise the disposal of the land edged red in plans EM2354a and EM1687at Appendices 1 and 2  in respect of 286-288 Totnes Road and Redwell Lane to Torbay Housing Company Ltd to deliver affordable housing in return for 100% nomination rights in perpetuity and help meet the objectives identified in the housing strategy and to give delegated authority to the Chief Executive in consultation with the Executive Lead for Planning, Transport and Housing to agree the detailed terms of these disposals.
