(i)         that the Director of Public Health be authorised to procure a supplier of needle and syringe equipment for pharmacy based Needle Exchange Services, through joint procurement exercise with Devon County Council Public Health team; and

 

(ii)        that the Director of Public Health, in consultation with the Chief Finance Officer and the Executive Lead Member for Health and Wellbeing, be given delegated authority to award the successful bidder, on a best value basis, with the offer of the contract on behalf of Torbay Council.

(i)         that the Council supports the proposal for Grinagog Festival in 2018 in principle on the understanding that other funding sources are realised and the event does not exceed the stated budget; and

07/11/2017 - Use of land at 286-288 Totnes Road and Redwell Lane - Rescind Previous Decisions ref: 621    Recommendations Approved

To recind the previous decision to sell the sites at open market and request that members make use of both sites for Affordable Housing.

Decision:

i)          That, subject to ii) below, the previous decisions made by The Elected Mayor on 1 May 2014 and 28 February 2008 to dispose of the land at 286-288 Totnes Road and Redwell Lane at market value, be rescinded.

 

ii)         That the Council  be recommended to authorise the disposal of the land edged red in plans EM2354a and EM1687at Appendices 1 and 2  in respect of 286-288 Totnes Road and Redwell Lane to Torbay Housing Company Ltd to deliver affordable housing in return for 100% nomination rights in perpetuity and help meet the objectives identified in the housing strategy and to give delegated authority to the Chief Executive in consultation with the Executive Lead for Planning, Transport and Housing to agree the detailed terms of these disposals.
