That the Torbay Air Show for 2019 be supported through sponsorship, increasing income opportunities and reviewing the overall costs to ensure that the Air Show is delivered without any direct funding from the Council.

05/11/2018 - Grinagog Festival 2019 ref: 722    Recommendations Approved

Decision:

(i)         that the Grinagog Festival 2019 be supported and go ahead with the event being funded from proceeds raised from ticket income, sponsorship, and other income so that the event is delivered without any direct funding from the Council; and

 

(ii)        that new opportunities be explored to deliver a long-term sustainable version of Grinagog Festival from 2020 without any direct financial support from the Council.

02/11/2018 - "Transport for the South West Peninsula" Sub-National Transport Body ref: 717    Recommendations Approved

Decision:

That Torbay Council agrees to:

 

(i)         approve the Constitution of the South West Peninsula Shadow Sub-National Transport Body (SWPSSTB) attached as Appendix 2 to this Record of Decision;

 

(ii)        approve the Collaboration Agreement attached as Appendix 3 to this Record of Decision and formally sign the Agreement on behalf of the Council so leading to the formal establishment of SWPSSTB on 5 November 2018.  This document includes confirmation of the Council’s initial funding contribution covering the period from the date of establishment through to 31 March 2020; and

 

(iii)       appoint the following Councils to undertake the ‘lead authority’ functions detailed in the Collaboration Agreement, for the duration of the shadow period of operation:

 

·           Cornwall Council – technical transport;

·           Devon County Council – administration of meetings;

·           Plymouth City Council – Finance; Communications & Engagement; and

·           Somerset County Council – Governance.

31/10/2018 - Revenue Budget and Capital Plan 2019/2020 ref: 720    Recommmend Forward to Council

To approve the Council’s Revenue Budget and Capital Plan Budget for 2019/2020 including the setting of fees and charges for Council services, the Council’s Corporate Asset Management Strategy and Capital Strategy.

Decision:

(i)         that all Members and the Overview and Scrutiny Board consider the draft revenue and capital budgets and implications of the draft service change, income generations and savings proposals.  The Overview and Scrutiny Board (through its Priorities and Resources Review Panel) will consider certain specific issues arising from these savings proposals and report back to the Elected Mayor by 14 December 2018 on the outcomes of its deliberations and stakeholder representations;

 

(ii)        the draft proposals for service change income generation and efficiencies are based upon the expected reduction in government grant.  The actual grant allocations are expected to be announced in December 2018;

 

(iii)       that detailed consultation be undertaken with service users who may be affected by specific proposals and that Equality Impact Assessments continue to be developed as required.  (The results from this consultation will be considered by the Elected Mayor with his final proposals being published on 1 February 2019.);

 

(iv)       that the Chief Finance Officer be given authority to amend these budget proposals for any technical adjustments necessary between services and within the overall envelope of funding in agreement with the Elected Mayor; and

 

(v)        that the Chief Finance Officer report to the adjourned meeting of the Council on 7 February 2019 on the implications for 2019/2020 as a result of these proposals currently being considered and in light of the final settlement which is expected in late January or early February.

18/10/2018 - Elected Mayor's Response to the Call-in of his decision in respect of Paignton Townscape ref: 718    Recommendations Approved

Decision:

That the original decision be confirmed as follows:

 

(i)         that the decision taken by the Council to borrow £1.172m from PWLB for the Paignton Townscape scheme is postponed and that alternative sources of funding are explored and a detailed business case is produced before any further work is carried out on this scheme; and

 

(ii)        that the implementation of the Paignton Townscape scheme is considered as part of the 2019/20 budget setting process.
