A request was made by the Schools Forum to apply to the Department for Education to request the ability to vire funding from the Central Schools Funding Block to the Higher Needs Funding Block of the Dedicated Schools Grant, to help support children with special educational needs, alternative provision, special schools and excluded pupils.

The Council is due to receive a decision on this request in February and the Chief Finance Officer as holder of the funds on behalf of the Schools will need to take a formal decision to vire the money between the two funding blocks.

The Licensing Authority is required every 3 years to review and re-publish the Statement of Gambling Principles Policy. Whilst most Licensing matters are delegated by statute to the Licensing Committee, the Gambling Policy is a Policy Framework document and must be agreed by full Council.

That the Council be recommended to approve the Gambling Act 2005 ‘Statement of Principles 2019’ (Gambling Policy) as set out at Appendix 1 to this Record of Decision.

To review the Joint Health and Wellbeing Strategy which sets out how Torbay Council and its partners will work together to improve the health and wellbeing of the residents of Torbay.

That the Council be recommended to approve the Thriving lives: Joint Health and Wellbeing Strategy 2018-2022 as set out at Appendix 1 to this Record of Decision.

That Torbay Council does not purchase Kier Groups shares in TOR2 at this time to allow further due diligence to be undertaken.

That the Commitment to Carers ‘in everything we do, we will take carers into account’ document attached as Appendix 1 to this record of decision be approved.
