Apologies for absence

To receive apologies for absence, including notifications of any changes to the membership of the Committee.

Minutes:

An apology for absence was received from Councillor Pentney.

 

It was reported that, in accordance with the wishes of the Liberal Democrat Group, the membership of the Committee had been amended to include Councillor George Darling in place of Councillor Mandy Darling.

Demolition, alteration and extension of existing buildings and construction of new buildings to provide 90 residential dwellings (houses and apartments), including part retrospective permission for plots 6-12 (Meadow Houses), with associated access, car parking, landscaping, infrastructure and associated works.

The Committee considered an application for the demolition, alteration and extension of existing buildings and construction of new buildings to provide 90 residential dwellings (houses and apartments), including part retrospective permission for plots 6-12 (Meadow Houses), with associated access, car parking, landscaping, infrastructure and associated works.

 

Prior to the meeting, Members of the Planning Committee undertook a site visit and written representations were available on the Council’s website.

 

At the meeting the Planning Officer advised, that since the report had been published further representations had been received in support of the application, the representations set out matters in relation to public access of the Meadow, external finishings used in the ‘historic quarter’ and Meadow Houses and condition requiring a Travel Plan.  In addition, South West Water had also confirmed the proposals for connectivity to the public sewer system were acceptable.

 

During the meeting Dr Rodney Horderaddressed the Committee on behalf of the Torquay Neighbourhood Forum in support ofthe application.  Mr Will Dale addressed the Committee in support of the application.

 

Resolved:

 

Approved, subject to:

 

  1. Planning conditions as outlined within the report, with the final drafting of conditions delegated to the Divisional Director of Planning, Housing, Transport and Climate Emergency and/or Divisional Director of Place Strategy; and

 

  1. The completion of a S106 Legal Agreement to secure an Affordable Housing obligation of £500,000, and to include the provisions outlined within the report on terms acceptable to Officers, delegated to the Divisional Director of Planning, Housing, Transport and Climate Emergencyand/or Divisional Director of Place Strategy.

 

With the resolution of any new material considerations that may come to light following Planning Committee to be delegated to Divisional Director of Planning, Housing, Transport and Climate Emergencyand/or Divisional Director of Place Strategy, including the addition of any necessary further planning conditions or obligations.

Erection of public toilet, 3 new coach bays and associated public realm (as amended)): Condition 17 - (Hours of delivery).  Variation sought: To allow deliveries between hours of 07:00 and 22:00 Monday to Saturday, and deliveries not permitted on Sundays and Bank Holidays; amendment to Condition P1 (remediation of anomalies).
