That the Torbay Air Show for 2019 be supported through sponsorship, increasing income opportunities and reviewing the overall costs to ensure that the Air Show is delivered without any direct funding from the Council.

To reduce the financial commitment of the Council for running the Torbay Air Show for 2019.

Alternative options were set out in the submitted report but were not considered.

This decision will come into force and may be implemented on 16 November 2018 unless the call-in procedure is triggered (as set out in Standing Orders in relation to Overview and Scrutiny).

On 3 September 2018, the Elected Mayor agreed:

“that the Executive Head of Assets and Business Services be requested to engage with the business, community and voluntary sector with a view to securing £90,000 funding/sponsorship to fund the Torbay Air Show for 2019 and report back to the Policy Development and Decision Group (Joint Operations Team) on 1 October 2018 to enable the Elected Mayor to determine if the Council can proceed with the Air Show for 2019.”

The Air Show Working Party met on 31 October to review the current situation regarding funding and the future of the Air Show and supported the approach set out in the submitted report to proceed with the Air Show for 2019 without the need for funding support from the Council’s revenue budget.

At the meeting of the Policy Development and Decision Group (Joint Operations Team) Tim Godfrey, Ex-Chairman of the Torbay Business Forum, current Chairman of English Riviera Business Improvement District (ERBID) and representative of Bishop Fleming made representations in support of the Torbay Air Show and the benefits of this and other events to local business.

The Elected Mayor considered the recommendation of the Policy Development and Decision Group (Joint Operations Team) at the meeting on 5 November 2018 and his decision is set out above.
