Children and Young People's Plan

Purpose:

The Children and Young People's Plan will be fundamentally revised to acknowledge the changes in Children's Services following the last Ofsted inspection and the move towards new partnership arrangements. The Plan will also set out the Council's approach to its Corporate Parenting responsibilities. Further, recommendations will be made for corresponding amendments to other Policy Framework documents as appropriate.

Decision:

That the Council be recommended:

 

(i)         that the Children and Young Peoples Plan 2018/2023 be approved as part of the Councils Policy Framework, with delegated authority to the Director of Childrens Services in consultation with the Executive Lead for Childrens Services and the Elected Mayor to make any final amendments in light of the outcome of the Ofsted Inspection.

Reasons for the decision:

The period since the approval of the Children and Young People’s Plan 2014 – 19 has been one of considerable change for Torbay Children’s Services and the environment in which it is operating.  These changes have necessitated a refresh of the Children and Young People’s Plan now to ensure its continued relevance.

The recommendation of the Elected Mayor will be considered at the Council meeting on 21 June 2018.

Information:

A revised Children and Young Peoples Plan has been prepared for consideration by the Council.  The revised plan seeks to integrate the Childrens Plan within the Councils Policy Framework thereby ensuring a continuous, coherent approach for the commissioning, planning and delivery of services for children and young people.  This Plan sits within the Joint Health and Wellbeing Strategy.

 

The revised Policy was presented to the Policy Development and Decision Group (Joint Commissioning Team) on 4 June 2018 and has been subject to formal consultation.

 

The Elected Mayor considered the recommendation of the Policy Development and Decision Group (Joint Commissioning Team) made on 4 June 2018 and his decision is set out above.
