Decision:

That the scheme for a new bus lay-by on the north side of Long Road be funded from the Transport Capital Funding in accordance with the submitted exempt business case.

Reasons for the decision:

To support continued growth of the South Devon College, allowing the implementation of their Local Development Order; improved accessibility and reduction of traffic congestion along and in the vicinity of Long Road; and contribute to improved local bus services.

Alternative options considered:

Various designs and alternative methods of accommodating bus stops within the site have been considered and discounted.

The decision may be implemented immediately.

Information:

In September 2017 the Council approved a series of business cases which provisionally allocated the remainder of the funding from the Local Transport Plan Capital Programme into categories following completion of Strategic Business Cases.

 

One of the approved Strategic Business Cases covered ‘Rail and Bus Infrastructure’. 

 

The proposal is a long standing commitment between the Council and South Devon College (SDC), following the submission of a Local Development Order (P/2015/1210), to remove buses from the carriageway and away from the roundabout to the west.  There are access and safety issues during peak times when all three buses pick up and out-going vehicles queue from the roundabout.

 

The proposal includes the formation of a new in-set, four bus lay-by on the north side of Long Road adjacent the proposed SDC high tech skills centre. The new lay-by requires the re-alignment of the footpath with new street lighting, three new bus shelters, fencing and surfacing.  An existing Real Time Information Board (RTI) would be relocated following the removal of the existing bus stops.  A section of mature trees will be removed as part of the development. 

 

The proposal forms part of the College’s continued growth, and as a result they will be contributing towards delivery.  Delivery will be project managed by the Council.
