Decision:

That a contract to provide on premises IT backup be awarded to the preferred bidder.

Reasons for the decision:

Without a backup IT system the Council is at considerable risk of not being able to deliver its statutory services and support front line services should any of its IT systems fail.  The Council faces the scenario where systems fail, the Council has no realistic backup, the impact of which is significant examples are benefits systems will be lost, suppliers and staff won’t be paid.

Alternative options considered:

The Council could choose not to replace the on-Premises IT Backup system instead relying on a backup from a tape.  This option was discounted, should for whatever reason the IT systems fail (Hardware failure, Corruption, Power failure resulting in corruption, ransomware etc) the Council would not have an up-to-date backup to recover from any recovery would be from a tape which would likely be outdated and would take weeks to recover.

This decision will be implemented immediately.

Information:

Torbay Council’s on-premise backup which back’s up all of the Council’s IT systems including FIMS, Myview (Payroll) etc has failed a number of times in the past couple of months.

 

It is a piece of equipment that was due to be replaced next year but has unexpectedly failed and cannot be properly repaired.  An urgent solution is required with a procurement waiver having been secured in order to obtain three quotes and award the contract to the preferred bidder urgently.
