Reasons for the decision:

The implementation of 20-mph zone in the Fore Street Barton area supports Torbay Council’s ongoing programme of measures to reduce casualties from road traffic collisions with excessive speed being considered as a major contributor to fatalities and serious injuries on the highway network.

Alternative options considered:

An alternative would have been to not implement the 20-mph zone. This would be contrary to the continuation of measures to reduce casualties from road traffic collisions on Torbay’s Highway Network and was therefore not recommended.

Information:

To implement a 20-mph zone within the Fore Street Barton area. The scheme was proposed for implementation following consultation and agreement with Cabinet Member for Environment, Infrastructure and Environment (pre-election), the Head of Highways (SWISCo) and pre-election ward Councillors Steve Darling, Long and Dudley. Following the Local Elections in May 2023 the Cabinet Member for Place Services and Economic Growth was also consulted and supported the proposals. The Transport and Parking Working Party have over a number of years considered various Road Safety Initiatives, as such the Director of Pride in Place has been recommended to implement a 20-mph zone within the Fore Street Barton area.
