Purpose:
To respond to the white paper High Stakes: Gambling Reform for the Digital Age to make the minimum player age for the Torbay Lottery from 16 to 18 by no later than 1 October 2023.
Decision:
That the revised Rules of Torbay Lottery attached to this Record of Decision be approved.

To respond to the White Paper ‘High Stakes: Gambling Reform for the Digital Age’ to make the minimum player age for the Torbay Lottery from 16 to 18 by no later than 1 October 2023.

This decision will come into force immediately to enable Gatherwell Ltd to update the Torbay Lottery Rules by no later than 1 October 2023.
Information:
A White Paper entitled ‘High Stakes: Gambling Reform for the Digital Age’ set out a number of changes to make gambling safer and protect young people from harm. One of the recommendations was to make the minimum player age for the local authority lotteries from 16 to 18 by no later than 1 October 2023. The Chief Executive, in consultation with the Cabinet Member for Finance and Corporate Services, has reviewed the game Rules of the Torbay Lottery and amended them to make the minimum player age 18 by no later than 1 October 2023 to ensure compliance with the White Paper.
The Torbay Lottery is managed by Gatherwell Ltd and they will ensure that the changes to the Rules for the Torbay Lottery are fully implemented on behalf of Torbay Council by the deadline. Torbay Council will also submit a return to the Gambling Commission to confirm compliance against the requirements of the White Paper in respect of age restrictions.
