That;

·         Steve Parrock, Chief Executive of Torbay Council;

·         Kevin Mowat, Director of Place;

·         Liam Montgomery, Director of Asset Management, Investment and Housing; and

·         Phil Black, Culture and Events Service Manager

Be appointed Directors on the Board of the Riviera Internal Conference Centre Company, with affect from 1 April 2020.

The Chief Executive of Torbay Council and Director of Place are to be appointed as Directors of the board therefore it was not appropriate for them to appoint themselves as Directors of the board.

The Council was required to appoint Directors of a company wholly owned by itself, those appointed have the necessary knowledge of the operation of the Riviera International Conference Centre.  Therefore no alternative options were considered.

This decision will come into force immediately.

An urgent Council decision was taken by the Chief Executive on 30 March 2020 resulting in the Riviera International Conference Centre Company becoming a wholly owned company of the Council.  The decision also provided authority for the Director of Place to appoint the Directors to the Board.

As the Chief Executive of Torbay Council and Director of Place will both be appointed Directors of the Riviera International Conference Centre Company the Director of Corporate Services has been requested to appoint the Directors in order to avoid a conflict of interest.
