The Citizens Portal allows parents/carers of children, to make applications for school places (including in-year admissions) and apply for free home to school transport.
To use this site, you will need to register, click on REGISTER (if you have registered on this system previously you do not have to register again, just log in).

SCHOOL ADMISSIONS

In Year Admissions (Changing schools or joining a school during the school year)
You can only apply for schools in Torbay Council’s area. To find out how to apply for schools outside of Torbay you will need to contact the local authority for that school. Please ensure you have read our admission guides before you begin by clicking here TIPS4 School admission arrangements - Torbay Council. This will help you to understand the process. Please remember that you should only complete an application for a school place if you have parental responsibility

Children with an Education, Health and Care Plan: If your child has an Education, Health and Care Plan you do not need to complete an application form. A school place will be found through a separate process. Please contact the Statutory SEN Service for more information: on 01803 208274 or send your email to EHCP@torbay.gov.uk

Cared For Children: The application MUST be completed by the Social Worker. We cannot accept applications from any other person.

Primary Transfer 2025
The online application portal for Primary Schools admissions in September 2025 is now closed. Please contact the Admissions team on 01803208908 or email pupil.services@torbay.gov.uk and ask for a paper copy of the form to be emailed to you.
Secondary Transfer 2025
The online application portal for Year 7 admissions in September 2025 is now closed. Please contact the Admissions team on 01803208908 or email pupil.services@torbay.gov.uk and ask for a paper copy of the form to be emailed to you.

SCHOOL TRANSPORT

This Portal allows Parents and Carers to make an application for home to school transport.
Please ensure that you have read our home to school policy which includes eligibility criteria here

To begin Click on REGISTER (if you have registered on this system previously you do not have to register again, just log in) It is important that you remember your log on information and security question. After registering you will receive an email, you will need to click on the link in the email to activate your account.
